A decision aimed at ensuring public servants are not unfairly disadvantaged by mandatory membership of professional associations or certification requirements, the National Council on Establishments, comprising Heads of Service from the Federal Government, the 36 states and the Federal Capital Territory, has ruled that membership of professional bodies and certification should not automatically be made a condition for appointment, promotion or career progression in the Nigerian public service.

Under the new position, professional qualifications and memberships may still be considered where they are relevant to specific jobs or required by law, but they should not be imposed as a blanket requirement for career advancement.
The ruling is expected to promote a more inclusive and merit-based public service system, while allowing government agencies to determine qualifications based on the actual demands and responsibilities of each position.
