The Federal Government of Nigeria has announced plans to discontinue its visa-on-arrival policy, citing security concerns and the need for a more data-driven immigration system.
Minister of Interior, Olubunmi Tunji-Ojo, revealed this during the graduation ceremony of 100 Nigeria Immigration Service officers trained in the use of Advance Passenger Information (API) and Passenger Name Record (PNR) data for national security.
The reforms, set to take effect between March 1 and April 1, 2025, will introduce stricter pre-arrival clearance processes. These include real-time background checks using Interpol and criminal record systems to better track travellers and secure Nigeria’s borders. API systems, already implemented in five international airports, will also be deployed at land borders to prevent unauthorized re-entry.
The policy shift follows concerns that visa-on-arrival posed a security risk due to the limited vetting of entrants at the port of entry. The government aims to align with international security obligations while protecting Nigerian citizens.
The Comptroller-General of Immigration, Kemi Nandap, highlighted that the initiative stemmed from discussions with the UN Office for Counter-Terrorism. Meanwhile, experts from the International Organisation for Migration praised the training program and emphasized the need for continued improvements in border security and intelligence collaboration.
The event concluded with the Minister of Interior presenting certificates to the trained officers, urging them to apply their skills with patriotism and diligence.
